A question was asked to me from a friend that has been doing some "interesting" things, such as summer fallowing for a year, due to the drought.
I've read it, and can't quite figure it out, so maybe someone here will be smarter and know the answer.
Is the payment based on base acres, or will it be based upon the actually planted acres ?
This friend has not planted for over a year, so are they going to be out of luck, since nothing planted last year, or if based on the crop base, will be getting a nice "donation" in about 90 days.
