If it works with the Leica base and messages 1004, 1005, 1012, 4088 I would try filtering the messages from the netr9 with STRSVR. STRSVT will let you convert RTCM messages and decide which messages are forward to an output. Set your netr9 to output 1004, 1012 and the reference station record messages. Connect to the netr9 with STRSVT and have it convert messages. Setup STRSVT to output a 1004@1hz, 1005@10hz, and 1012@1hz. This will convert the 1006 to a 1005 and pass through the 1004 and 1012. That should give you a stream that is nearly identical to the Leica base. That is my best guess as to what to try.

I will leave a link with an more detailed explanation of how to use STRSVT.
