If the device has to be reset, yes, everything on it will be erased. However, if she has been using iCloud, there would be a backup of the device and photos/etc on iCloud.
Apple tries to set it up as on by default so it's at least 50/50 chance. She will need to know her Apple ID account/password. If she can't remember her pin, probably can't remember her Apple ID info.
