I thought I've read from many here that the real bonus to EV mileage cost is charging at home. Does MT or AZ know how to collect road tax from your at-home meter & designate it to fix the roads in MT or AZ? 

As I understand it, IL collects no "mileage" fee from charging anywhere. They flat-fee the registration, but it seems to be a comparatively low fee. As much as we don't like it, EVs will still demand road improvement/maintenance from here on. EV tires will still cause chuck holes.
