New London, Wisconsin | As a town chair, for not much longer. I have had the unfortunate experience of listening to the DOT's logic on this issue. The short version is there isn't any. The longer, is they are afraid the old speeding drunk who ditch dives at 70 mph will select your culvert to kill himself on and they don't want to have anything to do with it. But they are happy for your contribution to the fund for keeping the highway ditches from changing.
Most often used solution, make the existing driveway wider. Also word to the wise, NEVER EVER remove a culvert on a highway without knowing you have state approval for the moving or replacement of that culvert. After the fact excuses won't help you.
