Going to college is kinda like being self employed.
One has to pursue the degree.
If they are going to forgive student debt, it should be for just the first two years of the requisite courses.
After that, the student should be able to declare a major and figure out how they are going to accomplish getting the degree.
Of course, a lot of this is already done through the Junior Colleges across the nation.
