Its the fact that Mexico doesn't want to pay a premium for what they are in effect saying is a premium product.
If the American farmer wants to plant NGMO corn there is nothing stopping them from doing so. There is also nothing stopping Mexico from paying a premium to get all of the NGMO corn they can consume delivered to them.
