If they are difficult now, what will they be like when he puts the bin there and damages the resale value on their property?

If he wants to really use some leverage (assuming he is compliant with zoning setbacks) is go to the old couple and tell them:

"I am planning to put this bin next to your property. Economically and for efficiency reasons, it makes the most sense for me to put it there. However, if it is important to you that I not put it there, I will allow you the chance to offset the benefit I would get by paying me, $___________. I will then located ___ feet to the south."

My guess is that the old couple will tell him to get lost . . . but at least if he proceeds to build it, he has has a response to them being pissed off: "You had the chance to avoid that from happening, but you would not pay $________, so I assumed it was not that important to you."
