Its their own making for 99% or more.

We have so many insurance programs available that even those with short crops (we've participated in that category for 4 out of the past 6 years so I know the feeling) should be "ok" if they didn't do foolish things.

It's embarrassing watching our supposedly "fiscally conservative" Reps and Senators proudly proclaiming that they voted to support farmers with x billions of new subsidies.
