SD Drain could almost do what you are wanting. You have to drive a survey, but then set a elevation that you want your finished pad at. It would not balance cut fill though. You would drive around loading and then pushing off when the blade is off the ground. Once the blade is no longer cutting or filling, you are done. You would have automatic up down control as well.
