We are shorter season area and the starter can give us the early jump to get a point or 2 dryer in the fall.  We are dry 2x2 and use it as much for removal as for yield or moisture gain.  We only spread fert on wheat stubbles when it rotates around using grid sampling.  It has worked well for us here.
