All these things are not failures of the system but rather features of the design. So yes, lots of cuts can easily be made. Even having accountability would be a good start to reducing waste. That would be an example of changing the features of the design.

The USDA having to revise reports is another example of features of the design. The idea that government agencies engage in speculating is simply astounding, yet people argue over how accurate the guesses are rather than asking why the guesses are even made. Having a government come out and state record production for the year before a seed is even in the ground is an example of how the system design is flawed. Government should report facts, not promote speculation. There are untold other entities whose roles are to engage in speculating.
